I was thinking about when federalism will complete its course.

Until areas of territory, perhaps even the regions, will administer their own resources in total independence. Until local administrations will have instead of stability pacts, social and economic objectives to guarantee and achieve.

Well, in that future which I hope is closer than one might imagine, I hope for the arrival of a formula for municipalities to be able to administer and compete, improving the quality and efficiency of social services. I'll tell you better.

Administering, obviously with a view to the common good, but based on firm ethical and liberal principles as well as on skill and order of merit.

To compete. Let's think about when federalism will have completed its first course and created local economic autonomy. Then, local administrations will be able to exercise complete governance over their own funds in total independence. Invest them. spend it. Donate them. However, they will be able to exercise economic actions similar to the business operations of companies and create value through social services. For example, they will be able to transform municipalities into small businesses. With its own budget. With innovative organizational structures. Creating business. Creating value. Creating money. Away from businesses. But free financially. Administrations could compete with each other. The services between one municipality and another can be compared. The basic differentials could be, for example, the tax burden, air quality, the number of kindergartens, the relationship between greenery and concrete, the presence of parks, rivers, animals, safety, diseases, health services, etc. In the future, citizens could choose which municipality to live in according to the efficiency and services offered by one municipality rather than another. Some may be interested in paying lower taxes perhaps at the expense of lower air quality and the lack of green areas. Others may instead want to pay more taxes but live in places where greenery and the environment are top priorities.

Improve quality and services. If all this were real tomorrow, local administrations would find themselves having to deal with frequent in and out migrations, dictated by objective logics and linked to the differentials listed above. All this would force local administrations to have to compare themselves with each other. A continuous "race" to improve its services and the living conditions of citizens.
